Is it just me?

From the BBC for December 1 comes:
At least 30 suspected Palestinian militants were arrested during the large-scale incursion [into Ramallah] started at dawn. ..

The Israeli raid came two days before Palestinian factions meet in Egypt to discuss halting attacks on Israelis.

The BBC's Barbara Plett in Jerusalem says many Palestinians will see the timing as provocative.
Does it seem to anyone else that Israel always seems to make some "provocative" move - a raid, an assassination, a "clampdown," something - just at the moment when it looks like some radical Palestinian groups might agree to back off on violence or just before some negotiation is supposed to start?
