US-anointed Prime Minister Gerard Latortue called the gangs that began the insurrection in Haiti "freedom fighters" in a rally in Gonaives over the weekend, reported the Toronto Globe & Mail on Monday.

- Latortue's reminder to the gangs in Gonaives that they had promised to surrender their arms produced "a grand total of 10 weapons, mostly inoperative M-16s and rifles."
- The new government intends to charge Aristide with human rights violations, but is not expected to prosecute the rebels.
- On Saturday, police arrested five young men of La Saline, a shantytown that was a stronghold of support for Aristide. On Sunday, they were found dead, "riddled with bullet wounds and hands bound together with wire." A community resident pointed to "a unit within the force that calls itself Pour l'enfer [For Hell]."
