Just in case you had doubts about that "limited sovereignty" business

Paul Bremer said on April 19 that
Iraqi security forces will not be ready to protect the country against insurgents by the June handover....

Bremer's assessment was aimed at defending the continued heavy presence of U.S. troops in Iraq even after an Iraqi government takes over. ...

Bremer said in Baghdad the fighting across Iraq this month exposed the depth of the problems for the security forces.
Depth of the problems indeed, since
[a]bout one in every 10 members of Iraq's security forces "actually worked against" U.S. troops during the recent militia violence in Iraq, and an additional 40 percent walked off the job because of intimidation, the commander of the 1st Armored Division said Wednesday,
AP reported.

Apparently, they don't know whose side they're supposed to be on. Dang locals. Never can trust them.
