Taking your hope where you can find it, Part Three

The Angola Press Agency, reporting from Luanda, declared on October 1 that
[a] memorandum of co-operation in the area of environmental development was signed recently, here, between the representatives of the Angolan Urbanism and Environmental Ministry (MINUA) and Mozambique's Ministry for Co-ordination of Environmental Action (MICOA). ...

The exchange of information, creation of environmental funds and ways of financing, environmental legislation, training and co-operation in the field of the international organisations of environment are some of the objectives included in the document.

In the terms of the same agreement, there will also be exchange of experience in the area of co-operation of the base Law on environment and the diplomas which regulate the activity of the environmental associations, as well as the support of Mozambique in the co-operation with the international environmental organisations.
I haven't found a dark side to this yet, but give me time....
