The reason is quite simple, really.
"Kiev," pronounced "Kee-ev" or "Kee-ef" with a short "e" in the second syllable, is how it's pronounced in Russian. "Kyiv," pronounced "Kee-eev" or "K'eev," with a long "e," is how you say it in Ukrainian.
